There are 48 Work Benches in the game at fixed locations (47 on Interloper/Misery). More can be created via Safehouse Customization, but this requires destroying a Work Bench for the Workbench Vice and rebuilding a Workbench. Work Benches can be made of wood or metal (most are made of metal, and have a Drawer).
