Yeah, luck seems to be the only factor at play. I'm on day 130 and have found only one, and I'm very thorough about looting buildings/containers. They seem to have an extraordinarily low drop chance. Not surprising, really, given their utility and their Temp/wieght ratio as compared to other articles of clothing.
