During a wolf struggle your best weapon will be automatically equipped. You won't be able to outright kill a healthy wolf, but I think the better the weapon is then the easier it is to end the struggle and/or deal more damage to the wolf.

One time I injured a wolf with a survival bow, tracked it down but then I got too close and it attacked me. I easily fought against it; killing it at the end of the struggle.
