i know this is an old comment but there is a difference between melting snow and boiling water.
snow and ice will melt at any heat greater then 32F or 0C but to boil water to clean it, it must reach a minnim of 212F or 100C and as to why it takes so long to melt snow over boiling water is, in most cases your charater must go outside collect snow carry it to the fire and melt it but to boil it they just have to pour it out of a jug.
