Sticks respan during blizards, and I believe cedar and fir limbs also respawn too.

In addition, you can find all of these plus Reclaimed wood and Cloth from Beachcombing, and Kerosene can be gained from Ice Fishing.

Of course, all you need to make a torch is 2 sticks and an ignition source, because you can simply light a Fire and pull a torch out (provided there is at least 10 minutes duration remainining). Thus, it is easy to amass a large number of torches with relatively little effort, even in the late game.
