I believe the author is referencing Survival Mode (current which has no bear Spear), more than Wintermute (which has the Bear Spear).

2 completely different game modes, which are similar, but not the same. I wish authors would include Survival Mode and Wintermute, noting the dfferences in what is available, and how things differe between the 2, rather than acting like Wintermute Story Mode does not exist, or interest anyone who plays the game.
