I started a sandbox game set on the "Voyager" difficulty and kept meticulous records of what I found.  The revolver seems to be roughly twice as rare as the rifle; after exploring every region, I found 6 rifles but only 3 revolvers.  The ammo is MUCH more common, though; I found more than 300 rounds for the revolver, but just over 120 for the rifle.
