In Episode 3, Father Thomas says to follow the highway along the coast rather than telling Astrid to go through Timberwolf Mountain. Therefore we can assume Perseverence Mills is not north of PV, but rather east. Perseverence Mills is probably north or northeast of Desolation Point (with north being the "up" direction on this map
