It has a very low chance of spawning, even in designated areas. Sometimes they might not ever spawn in those areas. The areas simply just showcase were Moose CAN be found, not will be found. If you check the area, and no moose nor signs of moose is present, you're just unlucky and the moose haven't spawned.
