lmao i love how people go out of their way to not tell you.

You need to have the item "quality tools" (small red tool box) or the item "simple tools" (small blue tool box) in your inventory, as well as some scrap metal used to repair it.

Just click on the hacksaw and click on the "actions" thing below the big picture on the right, then select repair.

Okay so if anyone is still lost on how to repair after that explanation, god help you.
