I'm late to the party but reply #2 is pretty much right. The fires are very hot, if you don't believe me try standing on one and see how your characters react.
The temperature you see is the heat the fire puts off at a range that you won't risk burning yourself. In harsh winter environments, one of the major risks with fires is that you might accidentally burn yourself if you try to get closer and closer to a too-small fire for warmth.
I'm not bothered by the temperatures reading not reaching boiling when I'm trying to boil water because I know that despite what the reading says, fire is by its nature /hot/. I'm honestly more bothered by the fact that our character doesn't seem to suffer from "feeling like" 40+ degrees (over 100 farenheit).
