Aproach it and use Action Function (Default Right Mouse Button),

same way as you do anything else in game like pick up item,

but you must have in ur inventory Tool that can break Ice like: Hatchet, Prybar or

Hammer (best option for this casue it can be repaired infinitely, but is hard to come by)
