Naturally.  But restoring condition is what the tea is actually for.  I can see the most use of this functionality in Interloper, given that deliberately allowing your condition to degrade from starvation is a common method for getting maximum efficiency out of food items.

Otherwise, you can also use it as a reasonably efficient food item in itself, with it's 1000 kcal/kg calorie density.  The 30% hydration it gives doesn't hurt either.
