I found a hatchet in the beginning, inside the barn you have to go into where there's a dead timberwolf. It was leaning up against the fire barrel, on the side of the barrel facing towards the wolf. Playing on Capable.

Also, would like to note that I found a rifle in the small structure near the community center, right up against the river. Not super secret, but just thought I'd mention because it's easy to overlook.
