Whetstones spawn randomly so I don't think there are any "known locations," however they can be found most often in industrial buildings, tool chests, workbenches, and fishing huts. If you are in Story mode, check Maintenance Yard, Hunting Lodge, Old Spence Family Homestead, Camp Office, The fishing huts on Mystery Lake, and possibly the Forestry Lookout.
