There is favorable terrain around the cannery complex for fighting off the wolves. However even after defeating two packs I still got a third after me. (This was different from defeating the pack in the upper area of BI, which seemed not to re-form immediately.) I'm not sure whether they just keep coming forever. Given the ammo cost of defeating a pack and the questionable benefit in this area, I recommend escaping instead if you have a good way to do it.
