Although, if it doesn't show you in the shelter, than it's a glitch. To fix, you must pass time using the bedroll. After doing so, you then must exit the game. Dont worry, it'll save after passing time. When you are back to the main menu, then you can go back to the save where you are in the shelter. When it loads, you should be properly configured to laying down in the shelter. After this, you can then properly exit either by clicking the hole in your shelter or clicking the roof of it.
