In my experience clothes don't get wet in a snow shelter even while blizzard outside.

Your clothes were wet before entering the snow shelter and didn't dry because low temp and no fire, probably.

No difference between radial or inventory when selecting bedroll.

If you pass time with the cards you don't get the bedroll temperature bonus, obviously.
