Yes, you can get scrap consistently from beachcombing. So, essentially they're always repairable. 

There's also some misinformation in regards on what needs this to be repaired, as of Oct 2018 you can use Simple tools for the exact same tasks as Quality tools, it just decreases the success chance and increases repair and crafting time. Wiki desperately needs a refresh.
