I just ran across the hall over the live wires to the other side, applied first aid, took Jeremiah's letter, and pulled the lever to shut down the power so I can safely cross the hall and leave the bunker. Easy peasy. :P

But if you're stuck down there, you only need to wait until the next aurora for the hatch to open.
