These may "appear" to be the best non crafted footwear available. However I disagree on multiple counts. Insulated boots are heavy, and offer less warmth and potection then deerskin boots. This is really important to state because weight meta in this game affects many aspects of survival. Even more so now with rope climbing mechanics.
Insulated boots are also very expensive to maintain if you compair them with Work Boots, and Leather Boots. They cost 2 cured Leather, and 1 cloth to repair. Repairing them only provides +30% condition. In contrast work boots need the same materials and provide 50% condition, which is much beter over a long playthrough. Work Boots are also much lighter weight making them great for hunting, (however work boots do not have the same higher temperature increase, crafted rabbitskin mittens (same weight as regular mittens) are a good solution for increasing warmth without adding weight.)
Anyway to add more problems Insulated Boots do not have as good a decay rate (0.135% per day). They are very similar to Leather Boots (0.150) in that regard. Both of those choices can't even come close to Work boots which have the lowest Decay Rate (0.040) out of all the footwear even lower then Deerskin Boots (0.065)
Frankly, a person SHOULD use Insulated Boots when weather is bad. They are not good for transporting goods between bases because they take up so much carry weight. Use them up if your lucky enough to find them, but don't repair them if other options are available especially if your lucky enough to find work boots.
