No, these are two separate mechanics.

For crafted ammunition of non-"Perfect" (100%) quality there is a % chance each shot will "Misfire", e.g. a bullet crafted at level 4 Skill has an 80% chance to fire, and a 20% chance to misfire and consume the round with no effect (minus the casing, which can still be recovered). Found ammunition in the world is always "Perfect" (100%) and cannot misfire, only low level crafted ammo can misfire.

The Rifle/Revolver have a chance to "Jam" if the gun itself is used below 50% durability, this will require a manual reloading "R" to unjam the firearm, and the Rifle will expel a round on the ground (unspent, and can picked up and loaded/used).
