In theory yes, 

but considering you will need 1 frostbite in both of your hands, your head, your feet, chest, both of your legs and in your arms, if it even exists that many areas that can get forstbites which i doubt.

I know in fact that you can get frostbite in both of your hands, i've never experienced getting frostbite in my arms i don't know if it's even a thing since parts of the body which can get blood loss aflictions don't necasserily give a frostbite risk if exposed to the environments. 

I'd say that max frostbites you can get is 8 or 10 but you have to walk naked or walk recklessly with frozen clothes to get these many frostbites.
