8-10 generally spawn in a Voyageur playthrough across all zones, compared to 0-2 Cowichan Sweaters. Since Fisherman's are half the weight (0.5kg VS 1.0kg) of the far rarer Cowichans, and are only 0.5 degree warmth/windchill colder, and also allow you to move faster, they are not only far more common but also better in almost all situations, making them the best sweater in the game.
