Because of the frigid environments and frozen lakes cat tails cannot grow and spring up from the ice. They dont grow during winter in RL. Be happy they last forever if you are very good at knowing where cat tails are you can get 100+ cat tails from ML 100+ if you explore all of FM, 30+ at BR at the lake. 100+ at TM. 50+ at the river in river in CH. 100+ at MT. 50+ at the river in PV. If you use your time to pick these you will have so much food it will last you for days on end, and last forever. That is if you know where to look. Cat tails are very abundant at the rails at FM and on POIs. On the lakes and rivers of ML and plenty spread out at MT

Short answer: they dont have to. There are so many and Hinterland may add EVEN more of them when they release perserverance mills map.
