Yes, you can have more than one instance of a broken rib at once.  I just had it happen to me on my voyager playthrough in Hushed River Valley.  Left me stuck at the bottom of the valley with the two ropes, struggling to survive out of the valley cave where the flare gun spawns.  And, of course, I only had two painkillers left.  The painkillers I took only applied to the first instance of broken ribs, and not the second one.  It left me stuck for days.  I only got out when I realized that I could use emergency stims to climb the rope.  Now I'm hoping that I can find some painkillers somewhere in Milton to heal the remaining broken rib.
