I disagree about it being the trailer near the HRV cave. There's usually a wolf prowling at the bottom of the 'cliff' below the trailer.

I don't think there are any good bases in Milton. Milton itself is a wolfden, there's always a wolf outside Paradise Meadows, Milton Basin is too isolated. The church or Orca station are fine, not great. Another option is the little building with the broken door in Milton Park near the climbing ropes to Mystery Lake.
