Got one in Desolation Point: in the Broken Bridge location, which is located at an end of the road (opposite to the exit from Coastal Highway). Advance further under it to a named Waterfall location, and then, when looking at the waterfall there is a cave. In there, follow a mostly straight line to the end, and a Frozen Corpse surrounded by some ammo, maybe a Backpack and the Holy Rifle stands there. It looks like a guaranteed one, imho. The setpiece there is tooo much for not to. As you may have noticed when entering the main chamber of the cave, some human bones are piled there. Indeed, when picking up the rifle or either just getting there, a wolf appeared and got me by surprise in the rejoice.

So guaranteed rifle? Maaaybe, i'll have to get there with another character.
