No. Jackrabbit Isle and Misanthrope's Isle are both accessible, but the unnamed island to the south-east, near the Crumbling Highway entrance is purely decorative and is impossible to reach through normal gameplay. Attempting to run up to it results in falling through the thin ice from time-out, or instant death, depending on where/how far one runs. Even if you make it here (via tool assistance), there is nothing there (items, even branches/sticks, etc), it is purely decorative or was perhaps a location cut late in development for the zone, or perhaps something planned for Episode 4's story mode.
