It was obtained at the start of the mission [[You Fix My Rifle?]]. Mackenzie would then need to travel and use the [[Hand-Powered Milling Tool]] in the [[Maintenance Yard]] Shed to fix Jeremiah's Broken Rifle into [[Jeremiah's Repaired Rifle]].
