Whetstones spawn randomly so I don't think there are any "known locations," however they can be found most often in industrial buildings, tool chests, workbenches, and fishing huts. If you are in Story mode, check [[Maintenance Yard]], [[Hunting Lodge]], [[Old Spence Family Homestead]], [[Camp Office]], [[Mystery Lake (location)|The fishing huts on Mystery Lake]], and possibly the [[Forestry Lookout]].
