Because then the game forces you to choose when to decide whether it's better to stay warm but tire out easily, or move quickly and easily but worry more about freezing.

You shouldn't need to just think about the warmth of clothes. Their weight, water resistance, wind resistance and protection are all factors. Maybe you don't want to pile into your 30kg of really warm clothes to go just outside to run after rabbits.
