For the Frontier Rifleman, it won't work past 3 (you can't read at all if your Firearms skill is levels 4 or 5.) Guns! Guns! Guns! however will work at any level. I'm not sure if any other books are like this, but I know for certain the archery and sewing books do work at any level.
