Yes, just like regular Flares and Torches they have a chance to scare off an approaching Wolf if thrown at the ground between the player (torches being much less effective than either Flare types). However it is not 100% chance, and since Marine Flares are quite rare and they only burn for half the time of regular flares, they are less desirable to use this way.
