Developers are trying to balance the game so that players do not rely on a single easy to use tactic. If the bow was easy to make and could be made infinitely, there would be no point in employing other strategies, such as using snares and rocks. Scarcity is it's balancing feature. In reality, you can make toy arrows out of almost anything, but actually lethal arrows, not so much. Not being able to make fire inside is yet again a balancing point to prevent you from setting up camp wherever you want.
Either way, the game is set up in a way that your survival chances drop as time goes on. You're not meant to play forever.
