The spawns differ per difficulty. You will never find a heavy hammer near either of the forges on Interloper. Interloper has different patterns, in the sense of "if you find item X at spot A, you will find item Y at spot B" so it is worth it to write those down. Matches have guaranteed spawns there. But the tools follow those patterns.
