Several dead people in inmate outfits can be found throughout Wintermute. The first one is in the shed behind the first of the three Milton cottages you see when first entering the town in Wintermute, but I've also seen a few dead in the snow as far out as Mystery Lake, which raises the question of how they got there without climbing equipment and how they didn't freeze to death wearing just an orange jumpsuit.
